Richmond December 30. 1784. Dear Sir On considering your difficulty propos'd in your letter of the 16^th respecting a error in the vouchers of the lines [undecipherable] the Soldier [undecipherable], in which you states your settlement will [there] commences and that you have [undecipherable] of them in 1782 — [undecipherable] they personally, [undecipherable] in the field their settlement in [undecipherable] afterwards the advance of [undecipherable] Months pay from the State and that the first muster in 1782 without their names as being on service — These circumstances appear to [undecipherable] [undecipherable] to contain a great as not ninety [undecipherable] has an officer [undecipherable] which only is to be taken where no better evidence can be obtained — I am therefore of opinion that you will be warranted to allow such claims. Captain Howard papers are found, and I have desired W. Revell to transmit them to you. [undecipherable] will obtain the money from [undecipherable] which [undecipherable] you can if you please [undecipherable] for your own pay — if you are at a loss for money and find you cannot do without it Burrell [undecipherable] perhaps [undecipherable] you to come [undecipherable] As Moore has returned with the long waited for paper I [undecipherable] continually my journey tomorrow — I have just received your letter concerning the Officers who have drawn more pay than was given to the Army in General — I cannot as yet bring myself to suppose I shall be justified in making a settlement with them without receiving the money back again — the delinquency of their conduct deserves repeated difficulties — As and I am [undecipherable] monies ought to refund the cash, and in the violations you mention of them in any property to be taken hold of to secure the public it ought to be done — I shall think further on the subject of your letter & communicate the result as soon as I can [undecipherable] urs, Yours [signature]
