Richmond Dec^r 30. 1784 Sir Having attended to the letter and certificate from [undecipherable] the State in July 1780 $2838 B. C. — continental money and that in March following Col^o Ball received this his money from the [undecipherable] which he thinks belonged to the States. — the General account of the distribution of the above mentioned money I cannot conceive it being in the hands of [undecipherable] from who is now out of favor — It appears from [undecipherable] that the [undecipherable] should be as [undecipherable] the money lost, was continental or a later property, because I am not warranted to [undecipherable] decide on the subject if it is the [undecipherable] Col^o Ball has hinted that he had a memorandum of payments made by him to Officers — this memorandum will be necessary to compleat the settlement [undecipherable] A [undecipherable] by the States or Continental and that he should attest to the payment of their money — It appears from [undecipherable] the this memorandum should also be left at the [undecipherable] Office where the account is to be settled, that the charge [undecipherable] in his request may be made to those who are [undecipherable] account for [undecipherable] The accounts presented by you for which [undecipherable] [were?] paid in [undecipherable], I have ascertained we are [undecipherable] up. I can [undecipherable] at this time — if they [undecipherable] the War power to obtain the money for them or [undecipherable] [return?] to Phila — if I cannot obtain it on a General estimate, I can probably [succeed?] on [a?] particular one — or may have public money sufficient in my hands to discharge them in either case you may depend on my attention to obtaining it — I return you the account which amounts to about five hundred Dollars and thinks it best that you obtain the [undecipherable] of the Officers on them — Col Carrington
