Yours of the 16 Instant is come to hand — I have received Doct Cochrans and Hephenstine's returns of the Medical Office, in which is involved [strikethrough: that] at the department who served in Virginia and find that Doctor Williams Carter is not mentioned as an Officer in that department — as Doctor Cochran by the resolve of Congress has the [strikethrough: recommendation] and superintendence of the Virginia the public service Sept. 1780 and as in his returns of the Officers stationed there he has omitted Doctor Carter, I conceive it necessary for him to procure Doct Carthew's certificates on the subject previous to the admissing of his claims for commutation — I have accordingly forwarded the inclosed said papers —
The charges sent you were for the purpose of calling them to account (where it was possible) who have not already settled — and submitting them [strikethrough: to the] immediately to the several States, where the States make a return of the settlements — in case of lapse of vouchers it is still necessary that the account be closed & the fact ascertained — as you know you are [strikethrough: to be still by a resolution of Congress to take] to give account of accounts of such as are losses —
