100%

Philadelphia Septemb 16th 1784 Sir Having received your Letter of the 23d ulto. I attended to your accounts as stated in the settlement with the Corps of Sappers & Miners and find as you will perceive in the account current herewith transmitted to you that you are indebted to the United States the sum of fifty nine dollars 12/90 but as you say that the [undecipherable] have been previously stopped by Connecticut, on your producing a certificate to the purport from the state your account will then stand almost balanced - it is of importance that you obtain this certificate because otherwise the United States will call on you for this money - I am your Obed Sert Capt. Moses Cleaveland Windham
