In answer to your letter of the 2d Instant, I must inform you, that a resolve of December 81 1781 has dismist'd all officers of the Army not belonging to the lines of any state, except those who should be reported to Congress by the Secretary at War to be retained in the service — your name not being thus reported, you must be considered as retiring under this resolve — which makes no provision of half pay for life & a resolution of Congress [undecipherable] vote having elect'd me to give this commutation to no person except where it has been expressly promised. I can not consider you as entitled to this allowance —
