Document 1784Discusses the issuance of warrants to contractors for supplying the troops being raised by the state of Pennsylvania by act of Congress. [Robert Morris to Joseph Carleton] Office of Finance, 19th August, 1784 Sir, I have received your Favor of the eighteenth. I am [clearly?] [of?] Opinion that it is always best to supply Rations by Contract. I [?] [?] observe that by the Act of Congress of the third of June last, [?] directed to take Order for furnishing on your Warrants the [sum?] necessary for carrying their Resolutions into Effect. Not [considering?] myself Authorized by this Act to form any Judgement [?] on the Amount or on the Application of the Sums in Question, [?] only say in answer to your Letter, that the Warrants you may [think?] proper to Issue shall meet due Honor. I am Sir, your most obedient & Huml Servt, Signed, Robt Morris [Directed] Joseph Carleton, Esqr., Secretary in the War Office
