Sir I have lately been inform'd of a Resolve of Congress in favour of the Officers that were in Captivity in 1776 & 77 & not Provided for in the New Arrangement of the Army what the Ammount of the Resolve is I am not fully made Acquainted with However as you Undoubtedly have it in ye Office & I have no doubt of your Readiness to give that this [undecipherable] Class of men Every Recompence in your Power & have Inclosed a Certificate of my being one of that Number I have to Request the Favour of your Forwarding me Certificate for the Amount of what I may be Intitled to in Consequence of the Resolve — I drew pay in both Cases mentioned in the Certificate After my Return from Captivity I suppose that will be Allowed in the Grant Above mentioned — I have never Received the Least Allowance for Substance the Thirteen Months I was with the Enemy tho I paid more than One Hundred Dollars for my Substance while with them whether I am to have any Consideration on that Account you Can best Determine M^r Brown will Negotiate the matter for me I am Sir Your most Humbled Ob^t Ser^t Tho Fanning —
