I have seen a letter from the Governor of Virginia to the Secretary at War, in which he informs that the impositions from forged certificates & otherwise have been very great in the back state [settlements?]; such a [undecipherable] — effectually assures you from the like impositions — the great danger of admitting certificates of any kind as sufficient evidence, you ourselves will be considerable; but when any Offence is taken, the counterfeiting them will be very easy — I do not send you any certificate paper as I wish you to be totally prepared before you issue — M^r Bitts is making out some accounts to be sent you — I am going tomorrow for a Week or two into Maryland — have left Blanks signed, to be sent you by M^r Newel if necessary — I wish you much happiness — Jett Simmcomb
