William Blagon who has been Secretary to Major General Gates and Interpreter for the Northern Department, not being taken up for the settlement of his depreciation by any state in [undecipherable] [undecipherable], [having] applied to me for his settlement and adjustment of his [claims]
I have accordingly attended to his request and find agreeably to the enclosed certificates [for the above however] that he has due to him the sum of $1,86920/90 Dols— he has requested me to inform you that he presumes his [undecipherable: situation] [undecipherable: education] agreeable to the principles adopted by you respecting Officers who do not belong to the [undecipherable] of any state, will entitle him to receive one fifth of this sum in money —
