I am favoured with your letter of the 25. with sundry enclosures.
I do not think my-self authorised to grant a warrant for the difference of Captain [undecipherable: probable reading "Forman's"] Pay and [undecipherable] -- Colonel Captain -- and that of a Major -- his former appointments in the American Army cannot be regarded in the present case, and as he has been arranged and mustered in General [undecipherable]'s Regiment, as a Captain only, he cannot be entitled to the emoluments of a higher grade.
