I find by the Advertisement of our State Auditors that in order to procure Certificates for any pay due from the last of July 1790 to the first of January 1792 it will be necessary to procure a Certificate from your Office nothing as been received from your Office in that period — As this is the case with me I'll be much obliged to you to send me a Certificate to that effect —
