The United States in Congress assembled to all who shall see these presents Send Greeting
Whereas [undecipherable] it is proper that one or more conventions be held with the Indians residing within the boundaries of the United States of America in the Northern and Middle Departments comprehending the whole of the Indians known by the name of the Six Nations and all [the] [undecipherable] and eastward of them and as far south as the Cherokees exclusive for the purpose of receiving them into the peace and protection of the United States of establishing boundary lines of property for separating and dividing the settlements of the citizens of the United States of America from the Indian Villages and hunting grounds and thereby extinguishing as far as possible all sources of future [undecipherable], disputes and vexation; And whereas by our letters patent under the Seal of the United States and bearing date the 12 day of [undecipherable] in the year of our Lord one thousand seven hundred and eighty [undecipherable] we nominated constituted and appointed our trusty and beloved George Rogers Clarke and Oliver Wolcott Nathaniel Green, Richard Butler and Stephen Higginson [undecipherable] our [undecipherable] under this [undecipherable] of the United States bearing date the eighth day of April in the said year we nominated constituted and appointed our trusty and beloved Philip Schuyler our commissioner in addition to our commissioners aforesaid giving and granting to them the said George Rogers Clarke, Oliver Wolcott Nathaniel Greene, Richard Butler, Stephen Higginson and Philip Schuyler or to any three or more of them full power and Authority for and in our name to confer treat, and
