Since my return to this City, I have seen a young [undecipherable] of the 9th Ulto. I have applied to the War Office for the information you required concerning Brig Gen. Anderson and am not able to find where he entered this service or when he died— by the Resolves of Congress it appears he was made a Brig of Engineers on the 17th of November 1777— you will find by the inclosed Article of his account that he has received more than he received pay in the [undecipherable] transactions and that it is doubtful whether his is entitled to have his depreciation altho he not being [strikethrough: out of our minds and] comprehended in the promise of Congress of the 8th of April 1780 —

Officers dying in the service, does not appear to respect the Foreigners, the former is made solely for the Officers of the States and the latter is predicated on the resolution of May 15 1778 which seem to relate [strikethrough: there] to those engagees and also refers the resolving it up to the State to which such Officer belong, which may render it necessary that myself or more than appeared of Congress be further authorized, before [undecipherable] can be concluded, and
