Sir
Philad.a April 1st 1794 —
I have been favoured with yours of the 24th January. The Accounts you forward cannot be Settled with any other than the Principal in the department under whose immediate notice the Debts were contracted, as it is an indispensible rule, to have the Stores accounted for by every public Officer with his Cash Accounts; thus circumstanced I cannot meddle with them. In any case where you may have become immediately Accountable, by forwarding your Accounts, with the expenditures, or delivery of the Stores purchased & received to the Comptroller Office in this City, they will be liquidated independently, and Certificates for the balance due you will issue —
