West Point March 5 1784 Sir I had the honor to receive, this morning your Letter to me of the 25^th of February with the enclosed paper from General Hagen — I shall not be able to [strikethrough: give] put into your hands my answer to it until my arrival at Philadelp: which shall be at the commencement of the month, if [undecipherable] in my [undecipherable] can [undecipherable] that the bearings [undecipherable]. I have taken such measures as will ensure the species for the subsistence of the Officers here as far as [in the first of] at [undecipherable] may, but the contract [undecipherable] now ceasing; [undecipherable], [would to] I do not know if it is your pleasure that I send on Notes in such manner [from time to time] as will bring in to me the monthly subsistence as fast as it shall become due [undecipherable]. The Register of the Treasury was sent on [undecipherable] two Charges to be [stopped?] from by the settlement I am now making with the [undecipherable] the first is against General [undecipherable: probable reading "Armand"] for a Balance [undecipherable] from $y 3779 [undecipherable] and the other from Baron Steuben of 1791 [undecipherable] — [undecipherable] balance I have [undecipherable] from account for both their balance and I am informed from actual money paid to them in 1783 for particular purposes — and as these Gentlemen have received their proportion of all the money paid to the Army for that year, it appears to me very unequal that they should be allowed to retain these balances in their hands — but as the accounts were sent to me for the purpose, I supposed [undecipherable] had [undecipherable] myself not warranted to [undecipherable] to make the stoppages and have accordingly done [undecipherable] in their [undecipherable] balance — I mention this subject, as the same in some cases might have been overlooked, and as I hear there is a distribution of money to be made to the foreigners, it may perhaps appear just that this be considered.
