Being informed by Mr Pennol that you were about settling the acct between Mr Ruberer and the States I thought it proper, to inclose an acct of the supplies furnished him, and the quantity of powder recd from him in consequence thereof since I have been in charge of the Dept of Military Stores, the Salt Petre was delivered to enable him to perfect a quantity of powder being the remains of materials furnished from other persons previous to my charge which I trust will appear in his acct.
