Philad^a Feb^y 21. 1784 Sir Being informed by M^r Pennol that you were about settling the acc^t between M^r Ruberer and the States I thought it proper, to inclose an acc^t of the supplies furnished him, and the quantity of powder rec^d from him in consequence thereof since I have been in charge of the Dep^t of Military Stores, the Salt Petre was delivered to enable him to perfect a quantity of powder being the remains of materials furnished from other persons previous to my charge which I trust will appear in his acc^t.
