New York Aug^th 13 1794 Sir I feel myself under some difficulty how to address you as a stranger, as I can only plead my own character which at present for me to support as my apology, and have to intreat you admit it as sufficient me. — For some time past I have negociated a number of Notes with your signature, purporting to be the final settlement of account between the United St[ates] and [undecipherable]. — This morning a report has [undecipherable] dome little ground that these notes include the account of Provision, Stores, Forage &c that have been furnished from time to time at an easy Island rate, and that such Notes will at some future day be subject to an examination and deduction made for what appears extravagant in the charges. — You will be aware [undecipherable] that such a report [strikethrough: might] materially injure the rate of all the Officers Notes, already at a rate too low, and you will make me happy by enabling me to contradict it from your authority.
