at [undecipherable] Feb^y. 7. 1784 Sir, I am [strikethrough: at this time] in sentiment with you that the reasons for giving the commutation to Officers who were deranged the first of 1781, extends more forcibly to those deranged a year afterwards, the altho' in their last derangement some foreign Officers were included to inform Congress I need [undecipherable] persuaded [they] never intended to [strikethrough: extend] their allowances but on the resolution of Dec^r 1781, the old rule of but one commutation; I do not find myself at liberty to act on supposition only, and I have some reason to give [strikethrough: after the 17^th] would on to Congress desiring an explanation of that resolve, [strikethrough: and recommend that the action] [strikethrough: I would come from members only] The gentlemen who are interested, as well as myself, [strikethrough: makes] [undecipherable], you to receive [undecipherable] applications either to Congress or some member of it on the subject I have the Honor to be &c L^t Col H B Livingston [Lt Col H B Livingston] [Feb^y. 7. 1784]
