[undecipherable].] Register's Office, Philad^a 14 Feb^y 1784 [1/12.] With this Letter you will receive a copy of a Letter to me from Thomas Mifflin Esq^r late Quarter Master General; and Copies of the depositions of Brigad^r general Smallwood formerly of the 1^st Maryland Regiment, & of his Paymaster Christopher Richmond relative to the sum of Seventeen hundred and thirteen dollars Continental money, that the latter received for Cloathing drawn by that Regiment, as of the Accounts annexed to the depositions. The Original papers, together with the money referred to are lodged in this Office. From a want of a perfect Knowledge of these early transactions, I consulted the Comptroller of the Treasury upon the subject, and agreeably to his advice I request your information, whether on the Settlement of the Army Accounts they come at all under your Notice. From the great variety of your business, this I think cannot be the first Instance of the kind that has presented. If not, I should be glad you would intimate to our government in the present. There is one circumstance attending this transaction, that claims attention. It appears from the papers, that the [undecipherable: probable reading "purchases"] must have been made in 1776. The Money paid to General Smallwood could not be the identical money received, because most part of it is of the Emission of 26^th September 1778, & was not paid to the general until December 1779. and altho' the Money, then in many [undecipherable] is the identical money, that Major Richmond paid to the General, yet, something farther may possibly be required with regard to the application of the Money, that was actually received for the Cloathing delivered in 1776. I must await your answer upon the subject of these papers, before any thing farther can be done with them.
