Owner No 18 is received, I have answered number 15 — I send this account for money paid the 1st regt Dragoons which is now inclosed — the certificates of the Foreign Officers are all sent on; Major Morrianix was sent with some others as [undecipherable] — a new remittance [undecipherable] has not visited you, I was sent by Capt David Plew [undecipherable] inclosed three certificates — I was fearful to send them by Post and wanted imbued this private conveyance — I send you a copy of my letter and an extract from my Register containing a description of the certificates, he at this same time received the certificates for the arrears due, to the Troops — be pleased to pay attention to the money of the letter, inquire of it turns, and whether he has by any public notice [undecipherable] more information of these certificates being in his hands — as he has no ties to this country except his remuneration which is yet in our hands, I wish if you have not heard of him that diligent inquiry may be made where he is, and the most prompt methods be taken to find where he is gone —
as this a most serious this matter most now force ourselves — now if it should be the worst the most used measures will be all made with the greatest safety to any reputation and probability of success —
I have inclosed two, as an answer to your question, in whose hands the certificates are to be committed as a copy of a resolution of Congress of the 2d November which decision I think ought to be wrongly with by —
