Philadelphia Jan^y 16. 1793 Sir, I take the liberty to enclose the accounts I mentioned to you in a former Letter, you will please to observe they are made up to the 1^st January 1793 — I also enclose a number of Certificates for the purpose of receiving a Warrant for the sums that they were given by the Loan Masters for Advances received, which are to be deducted from their respective balances, agreeable to the rules of account, which will in some instances render the account as Liquidated, a circumstance that on final Settlement must be duly attended to. I am not certain that the receipts are given for certain all the Advances delivered, but as the returns have not been regularly made to the War Office by the Numerous Officers authorized to Negotiate the bounty, I mean to take a Declaration on Oath, or on honor as you dictate, from each of the Loan Masters, previous to Settlement, relative to the sums he received — have only to add, that on the way I had the honour to propose in my last, or in some other way more agreeable to you, I wish to be enabled to close this business, as I am so happy in having to carry the Sums paid to each in advance, forward in my quarterly Settlement — S H Honorable Suprt of Finance
