War Treasury 5th Jan'y 1801
I have just now received your Note of [undecipherable] and have every disposition imaginable to comply with your wishes — The case of the Gentlemen who has supplied [undecipherable] to the Board [undecipherable] is under their special and personal Engagements appeared to me to be among the Number of those things which might justify an Exception to the general Rule of not [answering: undecipherable] for Debts contracted previously to my Administration — But I took care not to form any Engagements for the Payment but afforded from time to time such relief as was in my power — The present Situation of the Treasury disables me from going any further. I have taken engagements which go beyond the Bounds of any Funds I can command and until my [prospects: undecipherable] materially change I can take no new engagement whatever.
