Livingston] [rec'd Jan 15. 1784] [marginalia, written at an angle, largely undecipherable: W[undecipherable] M[undecipherable] M'Dougal [undecipherable] rec[undecipherable]] New York 2 Jany 1784 Sir My accounts against the United States fell to the first day of January 1782, at which time I was discharged, as will appear by the enclosed Certificate of the then Secretary at War— My only demand therefore at present is the five year commutation, and for the liquidation of that account I do hereby empower Lieutenant Colonel Stephen M'Dougal to sign such Receipt or Receipts in my name for my behalf as you may judge necessary— If your tender certificate be of no use to you be so good as to allow it to Col.
