Springfield Nov<sup>r</sup> 11<sup>th</sup> 1800  Sir  Your Letter of the 5<sup>th</sup> ins<sup>t</sup> enclosing two thousand collars in [first?] notes on account of the Army came to Land this day.  I am again under the disagreeable necessity of troubling you <s>again</s> for advice relative to the Coats contracted for.  The Coats have been received agreably to contract.  the Superintendent refuses to certify the acc<sup>t</sup> (without which my vouchers will not pass with the Accountant) under pretence of a mistake in the measure.  I am satisfied their is none. the Captain of the Vessell who brought the Coats & the Contractor are ready to give their testimony that the measurement is right.  shall I be safe in discharging the Bill upon their testimony to the truth of it?  I have had much vexation & trouble about this Coat merely from the [undecipherable] & ill natured motives of the Superintenant.  this I am fully satisfied of.  I am Sir most respectfully y<sup>r</sup> Obedient Servant Jas Williams

Sir I have received your letter of the 10<sup>th</sup> ins<sup>t</sup> the Cannon powder wanted is on hand of a superior proof to what you mention.  undoubtedly the same will answer well for muskets.  It can be obtained <u>only</u> by an order from the Secretary of War or Sam<sup>l</sup> Hodgdon Esq<sup>r</sup> Intendent of Stores
