Know All Men by these Presents, That I John Philips of  The County of Washington late a soldier of the Line of New York [[Special:Contributions/129.174.131.146|129.174.131.146]] in the Regiment commanded by Colonal Merinus Willit  do make, constitute and appoint           ["undecipherable"] [[Special:Contributions/129.174.131.146|129.174.131.146]] of the State of Pennsylvania my true and lawful Attorney,  and do substitute him in my Place and Stead, with full Power and Authority to ask, demand, and receive in ["undecipherable"] my own Name, and for ["undecipherable"] Use and Benefit, all the Wages and Arrearages of Clothing due to me from the Public for my Services in the Regiment aforesaid, and upon receiving a Certificate or Certificates therefor from the Register of the Treasury or other proper Officer, with full Power to ["undecipherable"] transfer said Certificate, and to ["undecipherable"] in my Name a full Acquittance of  Claim to the Arrearages aforesaid; and do further invest him with ample Authority, a Substitute or Substitutes under him for thev aforesaid Purposes to constitute and appoint.  Hereby ratifying and confirming all that my said Attorney and Substitute, or his Substitute or Substitutes shall or may do in Virtue hereof.  Witness my Hand and Seal, this fourth [[Special:Contributions/129.174.131.146|129.174.131.146]] Day of July Annoque Domini, 1792.
