Springfield June 14 1800  Sir  I have in several instances disposed of 'undecipherable' Iron & in one instance only of refuse Barrells Bayonets &c &c after having them apprized by Coll Orr & Doc<sup>r</sup> Febis-- <s>for Cart</s>, the proceeds of which I has been carried to the credit of the United States --feeling myself authorized in the sale of then last Articles by a clause in your letter to the Superindendant which he shewed me--In future Sir I wish for your particular instructions in disposing of these refuse articles, not feeling myself <s>authorized </s> warranted to proceed further without them--I am convinced it is better for the United States to sell them for what they will fetch, then encumber the Stores with them  I am Sir your Most Ob<sup>t</sup> Ser<sup>t</sup> J Williams  Sam<sup>l</sup> Hodgdon Esq<sup>r</sup>

Enclosed are the pay & Muster Rolls of the Armorers employd at this post for the month of Dec<sup>r</sup> 1799 as handed me by the Superintend<sup>t</sup> also an Estimate of the probable amount of expenditures for the Month of January ins<sup>t</sup>--with a Return of Muskets & Bayonets rec<sup>d</sup> of M<sup>r</sup> Ames subsequent to Nov<sup>r</sup> 11. 1799-- If the Estimate of Expenditures meets your your approbation, I wish the amount may be paid over to Sam<sup>l</sup> Hodgdon Esq<sup>r</sup> my Agent, to be remitted me on acount of the Armory  I am Sir with the utmost respect Your ob<sup>t</sup> Servant  Jas Williams  Hon<sup>l</sup> James M<sup>c</sup>Henry Secretary of War Copy
