Springfield June 14 1800  Sir  I have in several instances disposed of 'undecipherable' Iron & in one instance only of  refuse Barrells Bayonets &c &c after having them apprized by Coll Orr & Doc<sup>r</sup> Febis-- <u>for Cart</u>, the proceeds of which I has been carried to the credit of the United States --feeling myself authorized in the sale of then last Articles by a clause in your letter to the Superindendant which he shewed me--In future Sir I wish for your particular instructions in disposing of these refuse articles, not feeling myself <s>authorized </s> warranted to proceed further without them--I am convinced it is better for the United States to sell them for what they will fetch, then encumber the Stores with them
