the arrears of the non commisioned Officers and Privates, these claims shall however be attended to in their order and the amount rendered as soon as possible. The Board of Treasury are so low in resources that they can scarcely make this payment.

Gentlemen
I have made an inquiry into the merits of the claim of John McHindell, it appears to me that the due bills [undecipherable]by him must be considered of the nature of obligation given for purchases made by him to Individuals as he has audited to the amount of these obligations in may p[undecipherable] proper that the debt should be paid by the United States, but the persons to wom the same is due not holding these bills in consequince of allances granted them as Officers I do not consider it proper for me to liquidate the Accounts for which reason I have done my self the Honor to runclose them__
