Clothing and whiskey for upcoming winter arrived at Fort Washington. Upon returning to Philadelphia and settling all accounts, will relinquish his position as Quartermaster General. Mentioned suffering considerable embarrassment due to the type of contract used to procure provisions. Contractor has not fulfilled his obligations and Wilkins had to secure provisions using alternate sources. Requested instruction on how to deal with contractor. Advised selling oxen and pack horses to recoup costs.
