Knoxville April 26 1795
Dear Sir
This will be delivered to you by the Waiter of Col Henley who the Coll sends express to the War Office and by whom the Secretary of War will receive that Colonels report as to my services of Muster Master for the district of Washington which I hope will remove all objections as to the passage of my account at the same price per month as allowed and paid to Colonel Hays.
But lest it should not I have obtained a certificate of my services from Governor Blount as you will find inclosed which you may either show or deliver to the Secretary of War or not as you please or as shall to you appear necessary.
What is to be allowed to the present Muster Master of the district of Washington I do not know; but should my account meet with any further difficulties on upon the Ground that he is not to be allowed as much as has been paid to Colonel Hays, I beg you to tell the Secretary that all Musters are now made at this place and not in every County in the district and on every part of the frontier where the Militia may be on duty as the Governor compelled me to do nor did I receive any perquiste of Office to the value of a single Cent, whereas the present Muster Master I presumably the order, if not to the knowledge, which is
is the same thing of the Agent of the War department, exacts four dollars from the commanding officer of each party mustered.
I am told the Agent has complained of my inaccuracy and want of knowledge of the duties of my late Office. It is true I am not as accurate in writing as I wish but it is also true from my long military service that I will know the duties of a Muster Master.
My necessities for money to pay my Creditors, whose patience and forbearance is exhausted is great you will therefore, Sir be pleased upon the receipt of the money due to me is forward it to me in post notes by return of the Colonels express; if not by him, by the next conveyance.
