Description
Form of recruiting account and statement of Bissell's account received. Troops at post were ordered to march to West Point. Bissell to muster a recruiting party in April, will not call for money until he receives a line from Howell regarding pay roll. Bissell had not mentioned matter of horse keeping to Secretary of War.
