Description

Howell accuses Captain Brock of embezzlement. Howell states that the voucher system in place is ineffective and that Brock is claiming money advanced to Ensign Grayson for recruiting. It appears that Brock is essentially claiming Grayson's expenses as his own. Howell states that it is his duty to request that the pay of Brock be withheld until he is cleared of the charges leveled against him. Howell asks that Swan will be dutiful and circumspect when writing up the payrolls of the army and use the most effective method of regaining from Brock whatever money he still might possess.
