Sir,
The return of M. Phelon as mentioned in your Letter of the 14th is somewhat Surprising and Occasions me to believe Morrill and he have agreed to brave all inquiries and Accusations on a Supposition that they will be Cleared for want of Sufficient evidence, and in Case the worst incur only a forfeiture of their bonds. you will however have a better Oppo to Judge of this and any other circumstances which shall Convince you of his innocence or Guilt better than myself. the many Circumstances which tend to Confirm the Latter will undoubtedly induce the Authority to Keep him from doing further Mischief. the depositions and other papers respecting him I have Inclosed to the Attorney General and have given him an Account of some of the Circumstances which have Confirmed our Suspicions of him. _______
I am taking other steps to Obtain Evidence respecting him. by this time I hope Morrill is again Secured and I have no doubt but that the whole transaction will soon come to View. I have reinclosed you the Papers sent me as they can be of no Service unless the Certificates are traced up to their Original holder.
