Copy:
No 26
West Point Jany 5th 1784
Yours No 26 came to hand yesterday, previous to which
I had Sent wrote you, by Brigr. Genl. Hazen, enclosing Certificates for Lt. Col Tilghman, Major Mouman and Lieut Hovender;
therefore it is out of my power to make any stoppage from Col.
Tilghman, in favor of the State Of Pennsylvania, & as his
accounts are now closed with [the] continent, it is a matter
to be Settled between him and the State.
I believe I informed you Some time past, that in Stating
the Accounts I had always hope made the Commutations a
distinct account from the pay for the year 1783
and I could wish the Same to be observed by you; that they
may not be blended in she Same charge when they shall
be posted to the public Books.
Inclosed you have the Certificates for the balance due to
Major Dupontiere, C[undecipherable]n [undecipherable] Certificate [undecipherable]
I have examined the books, and find that Major Dupontiere
received one hundred & forty eight Dollars /148/ for two months pay in
the year 1782 agreeable to that was credited in your report
which includes his extra pay as Aid De Camp — I have
made no deduction from on account of Capt DuSegonds Servant but it
is necessary, in allowing such accounts, that proper
Certificates should be produced to prove that they are
not included to pay as Soldiers in the Corps to which their masters
belong and also that all the clothing which they
receive form time to time is credited in their accounts
I am Sir your most Obedient Servant
Joseph Howell Esqr
