Sir,
I have the honor of transmitting to your Excellency an Act of the United States in Congress assembled for the relief of the Officers, Soldiers and Seamen who have been disabled in the service of the United States during the late war.
As the condition of many of these unfortunate men, who have a claim, not merely on the humanity, but on the gratitude and justice of their Country, demands immediate attention, I have the firmest confidence that the State of Virginia will take the earliest opportunity of making the provision recommended in the enclosed act.
