Summary At the request of Congress, the Secretary at War announces that he will transmit to the governors of Virginia and North Carolina the names and sums due to the non-commissioned officers and privates belonging to those two states. The individuals will be paid in specie for two-months of service in 1782 and four-months in 1783.
