Summary The duties of the Paymaster General and the Accountant of the War Department are distinct from one another and nowhere does the law state that one can devolve his duties upon the other. Therfore, the Accountant is not authorized to require the Paymaster to audit and state accounts of expenses of an incidental nature ensuing in the course of military service.
